In 2023 the then First Minister of Scotland, Humza Yousaf, announced that there would be a council tax freeze on all Scottish authorities, and this would be fully funded by the Scottish Government. Local authorities said they were not consulted before the announcement.

A report by the Enabling and Customer Services Committee states that ‘Each 1% increase to the council tax level in Dumfries & Galloway generates around £850k per annum. If council tax levels were increased by the rate reflected in the indicative budget strategy, agreed in February 2024, increases of 6 % per annum would generate an additional £5.5M per annum from 2025/26 increasing to £11.5M per annum from 2026/27.’
